A brief look at the total number of existing codes demonstrates that the largest share relates to the textile and garment sector. This industry is highly internationalised and labour intensive, is located mainly in the developing world and Eastern European countries and operates in a sophisticated sub-contracting system. An OECD study (2000) lists 246 codes of conduct, most of which were issued in the 1990s. 37 of these codes applied to the textile and clothing sector. Of these 37, thirty-two were company codes of conduct and five were developed by coalitions of companies, NGOs, trade-unions and in one case a government. Besides the CCC Model Code there are other relevant base codes. These include the codes developed by multi-staekholder initiatves, see section 3. And importantly, the ICFTU Basic Code of Labour Practice developed in 1997. Other relevant model/base codes can be found at:
